Most successful downloads of the Microsoft Powertoys Image Resizer program focus on using the built in reliability option which is available when you first start up the program. I am sure you will eventually find some decent software, but i don't think these were made with that many images in mind. Personally, i think the sheer volume of images is so large that compressing them would take a lot of your time.
